Module constants 

Canonical engine constants used by the runtime.

This module is the single source of truth for recovered numeric values that are already known for this project build. Runtime code should resolve semantics from these constants directly instead of learning mappings at run time.

Match an element/command id against the canonical value and an optional runtime override. Unlike the old runtime_id != 0 && op == runtime_id pattern, this keeps opcode zero valid (for example MATH.RAND).
