Siglus voice time-compression (C_jitan_cnv) port.
This intentionally follows the original util_jitan_cnv.cpp algorithm
instead of using a generic resampler/WSOLA implementation. Siglus keeps
the sample rate unchanged, copies a short block, skips a rate-dependent
block, then searches/smooths the splice against the preceding waveform.
