Apply the original Siglus JITAN path to a decoded PCM16 WAV.
elm_sound_player.cpp only invokes the converter when the requested rate
differs from 100%. At JITAN rates, stereo KOE is first converted to mono by
summing L+R and clamping to +/-30000. The low-level converter itself only
accepts mono 16-bit PCM.
