Desktop Siglus Twitter integration.
The original engine implements this in eng_twitter.cpp with WinINet,
OAuth 1.0a and the Twitter v1.1 upload/status APIs. Keep the protocol and
request construction compatible here, but use the project’s existing
ureq transport and a cross-platform sidecar instead of the Windows
registry.
