Safety

If non-null, handle must be a live pointer returned by siglus_pump_create. Call on the thread that created it, with exclusive access to the handle for the entire call, including during callbacks. The callback and any data it accesses through user_data must remain valid until the callback is replaced or the handle is destroyed. The callback must not unwind or reenter functions that access this handle.
