Safety

If non-null, handle must be a live pointer returned by siglus_pump_create. Call on the thread that created it, with exclusive access to the handle for the entire call, including during callbacks. If non-null, text_utf8 must point to a NUL-terminated string in a single readable allocation of at most isize::MAX bytes, including the terminator. The bytes must remain valid and unchanged for this call.
