Destroy a pump host. A null pointer is ignored.

Safety

If non-null, handle must be a live pointer returned by siglus_pump_create. Call on the thread that created it, with exclusive access to the handle for the entire call, including during callbacks. The handle must not have been destroyed before. It and all pointers into it become invalid after this call and must not be used again.
